Ottawa Public Sector Quality Fair
For 2010, the Ottawa Public Sector Quality Fair Awards ceremony will be moderated by Dr. Ralph Heintzman.
Our Awards Committee Chair, Vic Pakalnis, recommended two recipients for the 2010 Awards. In reviewing the excellent work done by these two outstanding public servants, the “Fair” Committee approved the recomendations and, accordingly, the following will receive our 2010 Award:

Art Daniels, former Assistant Deputy Minister, Ontario Public Service.
Art Daniels has 40 years’ experience in managing and developing institutions and human resources in the Canadian public service. He is widely recognized as a leader in implementing public sector change initiatives and, in the course of executive appointments, has effected tangible improvements in workforce motivation, efficiency, productivity, client satisfaction, and cost-efficiency. He is a leader in public sector reform and a former Assistant Deputy Minister in the Ontario Government. He served as Assistant Deputy Minister, Ontario Public Service Excellence and Innovation Office, Centre for Leadership, Cabinet Office, and as Assistant Deputy Minister, Ontario Public Service Restructuring Secretariat, Centre for Leadership, Cabinet Office, 1997–2002. He has also been Assistant Deputy Minister responsible for the Registration Division, Ministry of Consumer and Business Services; Assistant Deputy Minister, Business Division, Ministry of Consumer and Business Services; Assistant Deputy Minister, Operations Division, Ministry of Community and Social Services; and Assistant Deputy Minister responsible for the Community Division, Ministry of Correctional Services. Mr. Daniels will contribute to Service Ontario his extensive understanding of leading edge service delivery and governance models Since leaving the public service in 2003, Mr. Daniels has been a Senior Manager and Senior Expert Advisor at BearingPoint involved in major public service reform nationally and internationally with projects in Qatar, Egypt, Ireland, Jordan and Jamaica. Nationally he has worked on the federal governments Modernizing Service for Canadians initiative as well as several projects with Service Ontario.
Mr. Daniels contributions have been recognized through awards such as the Lieutenant Governor General Award for excellence in the Public Service and the Amethyst Award for Leadership in Innovation in addition to numerous project-based awards from organizations including IPAC and CAPAM. Most recently he was awarded the first Ralph Hientzman Award for leadership in citizen-centred government. He has published a number of books and articles on public administration. He has consulted internationally on public sector reform, and is a frequent speaker on public service improvements at conferences worldwide. He is actively involved in his community and serves as a volunteer board member for many not-for-profit organizations.
