Empowerment opportunities exist across the entire public sector if our executives are
prepared to show their confidence in their workforce by allowing them to demonstrate
their competence and their willingness to be innovative. It may all come down to one
word: Trust! Employees can be expected to be encouraged by a willingness in their
management and peers to accept improvement proposals. Indeed it is often the process
“owner” who has the experience needed, if only there is the freedom to be able to
make changes. Retention rates will improve, innovation will become commonplace and
