With the formation of the Canadian Public Sector Excellence Network in April, 2014, this Award will, henceforth, be known as the joint CPSEN-Excellence Canada Public Sector Excellence Lifetime Achievement Award.
Award Criteria
Candidates for this award are living role models in their fields during their performance of service in the Public Interest. They are Canadian citizens or permanent residents who hold or have held organizational or business leadership roles in the Public Service Sector and have achieved significant milestones in quality, excellence or in creating a healthy work place. The Award is to be presented only upon meritorious occasion to recognize persons who have promoted and developed the concepts of quality, excellence and healthy workplaces. To be considered for this award, the recipient must have demonstrated the following criteria;
* Leadership in the advancement and implementation of Excellence Principles;
* Outstanding commitment to excellence for all stakeholders;
* Fostered a continuous improvement environment and encouraged the development of employees at all levels; and
* Championed the principles of a Healthy Workplace through the involvement of employees.
Award Recipients

Penny Ballantyne, former Secretary to Cabinet and Head of the Public Service of the Northwest Territories, former President of IPAC, and CAO of the City of Victoria. The Award was presented during the Premier’s Public Service Awards Ceremony in Yellowknife.
Vice-Admiral Mark Norman, Vice Chief of Defence Staff, formerly the 34th Commander of the Royal Canadian Navy. The 2016 joint CPSEN-Excellence Canada Public Sector Excellence Lifetime Achievement Award was presented to VAdm Norman during thequarterly NCR Chapter Networking Meeting.
Wayne Wouters, former Clerk of the Privy Council and Secretary to Cabinet. The 2015 CPSEN-Excellence Canada Public Sector Excellence Lifetime Achievement Award was presented during after the second block of PD Sessions at the 2015 Canadian Public Sector Excellence Fair.
Denise Amyot, President & CEO, Association of Canadian Community Colleges. The 2014 CPSQA-Excellence Canada Public Sector Excellence Lifetime Achievement Award was presented during the luncheon at the Ottawa Public Sector Quality Fair.
Dr. Jack Kitts, President & CEO of The Ottawa Hospital. The 2013 CPSQA-Excellence Canada Public Sector Excellence Lifetime Achievement Award was presented during the luncheon at the 2013 Ottawa Public Sector Quality Fair.
Angela Coke, Associate Deputy Minister HROntario, Ministry of Government Services. The 2012 Award was presented during the luncheon at the 2012 Ottawa Public Sector Quality Fair.
Liseanne Forand, Senior Associate Deputy Minister of Human Resources and Skills Development and Chief Operating Officer for Service Canada. The Award was presented during the luncheon at the Ottawa Public Sector Quality Fair. Later that year, Liseanne was appointed President of the new Shared Services Canada.
D. Brian Marson, Senior Advisor, Treasury Board of Canada Secretariat and Art Daniels, former Assistant Deputy Minister, Ontario Public Service received the second annual Award. The Awards were presented during the luncheon at the Ottawa Public Sector Quality Fair.
Dr. Ivan Fellegi, Chief Statistician Emeritus of Canada, received our first Joint CPSQA-NQI Public Service Excellence Lifetime Achievement Award. The Award was presented as part of the lunch break during our Professional Learning Day.
